Ayke van Laethem c08b2dfe06 wasm: add Boehm GC support
This adds support for `-gc=boehm` on `-target=wasip1` and `-target=wasm`
(in a browser or NodeJS). Notably it does *not* add Boehm GC support for
`-target=wasip2`, since that target doesn't have a real libc.

Ayke van Laethem aa63f26f36 windows: use MSVCRT.DLL instead of UCRT on i386
This allows the binaries to run on Windows XP, without needing any extra
DLLs. Tested in an x86 Windows XP SP3 virtual machine.

Ayke van Laethem 2eb39785fe cgo: add support for printf
The C printf function is sometimes needed for C files included using
CGo. This commit makes sure they're available on all systems where CGo
is fully supported (that is, everywhere except on AVR).

For baremetal systems using picolibc, I've picked the integer-only
version of printf to save on flash size. We might want to consider
providing a way to pick the floating point version instead, if needed.

Ayke van Laethem 2d6d9eb76d ci: don't include prebuilt libraries in the release
These libraries will be automatically built when needed and cached.

The main reason these were needed is for play.tinygo.org, but I've now
prebuilt them there directly (so they don't need to be built for every
tarball).

Ayke van Laethem df0f5ae1da windows: add ARM64 support
This was actually surprising once I got TinyGo to build on Windows 11
ARM64. All the changes are exactly what you'd expect for a new
architecture, there was no special weirdness just for arm64.

Actually getting TinyGo to build was kind of involved though. The very
short summary is: install arm64 versions of some pieces of software
(like golang, cmake) instead of installing them though choco. In
particular, use the llvm-mingw[1] toolchain instead of using standard
mingw.

Ayke van Laethem 7aca814954 windows: update mingw-w64 version
This gets rid of the following messages:

    ld.lld: warning: duplicate /export option: hypot
    ld.lld: warning: duplicate /export option: nextafter

I've wanted to wait for the next release but that may take a long while,
so I've simply set the submodule to the commit that fixes this message.

Ayke van Laethem 9de757205f linux: include musl 'getpagesize' function in release
I wonder why nobody else noticed this bug? In any case, this patch fixes it.

Ayke van Laethem b8a6a1f62b compiler: use the LLVM builtins everywhere
This gives some more optimization opportunities to LLVM, because it
understands these intrinsics. For example, it might convert
llvm.sqrt.f64 to llvm.sqrt.f32 if possible.

Ayke van Laethem 869e917dc6 all: add support for windows/amd64
This uses Mingw-w64, which seems to be the de facto standard for porting
Unixy programs to Windows.
