Add round-robin implementation (#66)

* add handler.encapsulateNode

* implement round robin handler approach

* simplify round robin implementation

* leave TODO

* internet.node touch up

* fix conflict resolve f-up

* replace certain ErrShortBuffer with ErrTruncatedFrame error
