Claude fe96941737 refactor: limit runtimeState core exports to consumed seams ...

Only the cores exercised by tests remain exported (startCore,
addTimeCore, updateCore, getExpectedTimesCore,
loadGroupFlagAndEndCore). The rest stay parameterized but module
private until a consumer needs them.
