Claude 8ce4627121 chore: upgrade react-router to 8.3.0 ...

Patch/minor bump within the existing ^8 range. Includes the RFC 3986
path-segment encoding change, optional-segment param extraction fix and
route ranking fix for dynamic params with static suffixes.

Lockfile also picks up incidental transitive drift (acorn, fs-extra,
jsonfile, @jridgewell/trace-mapping) from re-resolution.
