Claude 50d901f2ca docs: add backend sync engine plan 
Specifies requirements and architecture for syncing two independent
Ontime backends. Validates the CRDT/Automerge suggestion against the
codebase and proposes a hybrid: Automerge document sync for project
data, replicated playback-intent (recomputed locally) for runtime.
